On January 4, 2021, the groundbreaking ceremony for the second phase of the China Shipbuilding Changxing Shipbuilding Base, which has received much attention, was held on Changxing Island, Shanghai. Li Qiang, member of the Political Bureau of the CPC Central Committee and Secretary of the Shanghai Municipal Party Committee, issued a construction start order via video.

This is to implement the spirit of the strategic cooperation agreement between China Shipbuilding Corporation Limited and the Shanghai Municipal Government, to promote the optimization and adjustment of the layout of shipbuilding enterprises in Shanghai and the transformation and development, to thoroughly implement the national strategies of a strong ocean, science and technology, and manufacturing, and promote country’s marine industry.

Another landmark project of high-quality development also marks the start of the overall relocation project of Hudong Zhonghua Shipbuilding (Group) Co., Ltd. (Hudong Zhonghua New Plant) under China State Shipbuilding Corporation.

The construction of the second phase of the Changxing Shipbuilding Base will further promote the transformation of the Shanghai Changxing Island Marine Equipment Base from manufacturing to intelligent manufacturing, promote intelligent production lines and green shipbuilding technology, and create a world-leading integrated assembly, system modules, core facilities, and production. The all-element industrial base integrating services, etc., has a far-reaching influence and great significance.

Follow the construction principle of “overall planning, step-by-step implementation”. The Hudong-Zhonghua new factory site is located along the south coast of Shanghai Changxing Island, with an overall construction area of ​​431.8 hectares and a planned investment of 18 billion yuan. The construction area in the first phase is 214. 6 hectares with a planned investment of 8 billion yuan.

The construction projects mainly include R&D and design building, hull joint workshop, curved section assembly and welding workshop, outfitting module center, painting workshop, No. 1 indoor dock, No. 2 open-air docks, and harbor basin, Outfitting wharf, etc., with a planned construction area of ​​460,000 square meters, forming an annual production capacity of 6 special ships.

It is planned to be completed by the end of 2023. Following the planning and design principles of “advanced technology and reasonable process”, the Hudong Zhonghua New Plant will organize production in accordance with the modern assembly shipbuilding model, aiming at the world’s advanced lean shipbuilding model, starting from process optimization, and comprehensively using precision management, information integration, and green manufacturing.

Intelligent manufacturing and other advanced production concepts, establish a scientific and efficient production management system and realize the rationalization of ship segmentation and general section division, production streamlining and automation, management palletization, “shell outfitting” integration, and docking.

The large-scale segmentation will form the advantage of final assembly shipbuilding, effectively guarantee product quality, improve operation safety, and form dislocation competition with the existing large-scale ship assembly bases in China to guide the transformation and development of the domestic shipbuilding industry.

The second phase of the Changxing Shipbuilding Base project carries the future of Hudong Zhonghua’s development. Hudong Zhonghua will use this as an opportunity to build a fusion of intelligent design, automated manufacturing, and manufacturing under the guidance of the “China Shipbuilding Corporation High-quality Development Strategy Outline”.
