During a change of command ceremony on July 7th, Captain Constance Solina made history as she assumed command of US Naval Construction Group (NCG) 2, becoming the first woman to lead an NCG and oversee all Atlantic-based Seabees, also known as Construction Battalions (CB).
The ceremony marked a milestone for women in the Seabees and Civil Engineer Corps.
Captain Solina took over from Captain Jeff Deviney, who had commanded a team of 4,500 personnel for two years. During his departing speech, Captain Deviney commended his dedicated crew and expressed confidence in Captain Solina’s ability to build upon their achievements.
Acknowledging Captain Solina’s exceptional understanding of the Seabees’ tasks, Captain Deviney stated, “You know exactly what needs to be done to get the Seabees ready for the next fight.” He believed the team was well-equipped and positioned under Captain Solina’s guidance, ensuring a successful future.
Hailing from McLean, Virginia, Captain Solina brings valuable experience to her new role. She previously served as the Chief Engineer in the Logistics Directorate for US European Command, demonstrating her expertise and aptitude.
Assuming command of US NCG 2, Captain Solina expressed humility, privilege, and honour. She highlighted the Seabees’ unique and unparalleled contribution to Combatant Commanders and expressed her enthusiasm for upholding their legacy. Captain Solina emphasized leveraging their rich history and traditions while adapting to the evolving strategic landscape.
Captain Solina eagerly anticipated answering the nation’s call with the enduring “Can-Do” spirit of the Seabees whenever their assistance was required. Her assumption of command represents a significant step forward for women in the Seabees and Civil Engineer Corps, building upon the progress made by trailblazers before her.
The journey for women in the Seabees began in 1942 when Ensign Kathleen F. Lux became the first woman to hold the Civil Engineer Corps officer position. Since then, women have made remarkable advancements in officer and enlisted ranks.
In a groundbreaking move in 1972, Constructionman Carmella Jones became the first enlisted woman Seabee. This milestone was made possible by issuing Z-gram 116 by former Chief of Naval Operations Admiral Elmo Zumwalt, Jr., which authorized the limited entry of women into all enlisted ratings, promoting increased opportunities and diversity within the Seabees.
Another significant achievement came in 1999 when Rear Admiral (ret.) Katherine Gregory assumed command of Naval Mobile Construction Battalion 133, becoming the first woman to command a battalion. Gregory’s exceptional leadership skills propelled her to further success, ultimately reaching the rank of Rear Admiral.
Her career continued as she served as the Naval Facilities Engineering Command and Chief of Civil Engineers until her retirement in 2015, leaving a legacy of accomplishment and breaking barriers for women in the field.
Captain Constance Solina’s assumption of command signifies progress and opportunity for women in the Seabees and Civil Engineer Corps, as she takes the lead in guiding US NCG 2 and upholding the esteemed Seabee legacy.
