The International Criminal Court (ICC) in the Hague issued arrest warrants for two high-ranking Russian military officers.

The two were identified as General-Lieutenant Sergei Kobylash, who commands the long-range aviation forces, the other is Admiral Viktor Sokolov, who heads the Russian Black Sea Fleet. They are being arrested for war crimes relating to Russia’s war in Ukraine.
Per the ICC, both officers bombarded civilians and Ukraine’s energy infrastructure from October 2022 to March 2023 to pressurise Kyiv.
The ICC Press Release mentions that there is evidence which shows that the two men committed crimes against humanity.
Kobylash is a Moldovan and was born in Ukraine’s Odesa. He commands a fleet of TU-95 and TU-160 bombers that launch missiles on his former hometown.
Sokolov’s background is a bit mysterious. Ukraine had claimed to have killed him; however, he was seen in public many times after that, and last month, some Russian military correspondents claimed that he was fired.
However, he is still listed on Russia’s Ministry of Defense website as an active commander.
