The Indian Navy has now institutionalized a 360 Degree Appraisal Mechanism since the present system has an inherent restriction of a “top-down” approach.
In a press release, the Navy reported on the “transformative” mechanism for promotion boards that has reportedly been finalized with a keen focus on building a more adaptive and agile human resource management framework.
The statement noted that the men and women in the Navy are key to the “Ship First” approach and will continue to remain the biggest asset in the near future.
It mentioned that the current appraisal process of periodical confidential reports by the senior officers has an inherent restriction of a “top-down” method as it doesn’t cater to or help quantify leadership impact on subordinates.
The new appraisal model aims to address the shortfall with large-scale surveys from identified subordinates and peers for each officer being considered for a promotion.
The Navy explained that the survey spans a spectrum of questions that encompasses aspects like professional knowledge, suitability in crisis and war, and the potential for holding more and higher ranks.
Inputs, thereby obtained, are quantified suitably for independent analyses carried out by a nominated Board of Officers led by a Flag Officer.
It mentioned that this will be provided as feedback to officers to impact behavioural changes and improvements.
The Navy said similar appraisal models are in vogue in international and national learning organizations.
